Elementary School Boundaries

In-District Transfers

The Board of Education recognizes that students may benefit from attending an elementary school other than the one serving their neighborhood.  The administration has established procedures to enable students to submit an application to enroll in a school outside of their designated elementary attendance area.  Please fill out a special permission form.

Elementary School Boundaries

Douma Elementary (Grades 1-2)

First-grade and second-grade students living on the south side of Ottumwa will attend Douma Elementary.

Eisenhower Elementary (Grades K-5)

The south boundary of Eisenhower Elementary is Elmdale Avenue (both sides) extended west to Highway 63 and extended east to Jefferson Street and south on Jefferson (both sides) to Indian Trail Road and east on Indian Trail Road (both sides) to the city limits. Further, from the junction of the extension of Elmdale and Highway 63, the boundary shall be directed southward on Highway 63 until a point that meets with an extension of Carter Avenue. At this point, the line shall be directed to the west to the city limits. Rural students shall be served by the appropriate Eisenhower bus routes. Students along the Caldwell/Rutledge Road shall be served by an Eisenhower rural bus. The southern beginning of this route shall be the Slavens Avenue and Caldwell Street intersection. Eisenhower Elementary will serve as an attendance area for those rural students who live in that area which has been outlined on the Wapello County map.

Horace Mann Elementary (Grades K-5)

The Horace Mann Elementary west boundary shall be Highway 63 from Maple Street north to the south boundary of Eisenhower Elementary south of Elmdale Avenue, west of Jefferson Street, and south of Indian Trail Road extending to the city limits. Students living on both sides of Elmdale, Jefferson, and Indian Trail Road attend Eisenhower Elementary. The south boundary of Horace Mann shall be Maple beginning at Highway 63 and extending east to Jefferson, north on Jefferson to Pennsylvania Avenue, and east on Pennsylvania to the city limits. All children living on both sides of Maple beginning at Highway 63 and extending to N Court shall attend Horace Mann.  All children living on the north side of Maple from N Court to Jefferson shall attend Horace Mann.   All children living on both sides of Pennsylvania east of Jefferson shall attend Wilson Elementary.

James Elementary (Grades K-5)

The northern boundary of James Elementary is a westward extension of Carter Avenue from Highway 63 to the city limits. The eastward boundary runs south on Highway 63 to Maple Street, east on Maple to North Court, and south on North Court to the river.  James is bordered on the south by the Des Moines River and on the west by the city limits. Students on both sides of Maple attend Horace Mann Elementary. Students on both sides of North Court between Maple and the Des Moines River shall attend James Elementary. Rural students shall be served by the James bus route. James Elementary will serve as an attendance center for those rural students who live in that area which has been outlined on the Wapello County map.

Fahrney Elementary (Grades 3-5)

Third through fifth-grade students living on the south side of Ottumwa will attend Fahrney Elementary.

Wilson Elementary (Grades K-5)

The western boundary of Wilson Elementary is North Court Street from the Des Moines River north to south of Maple Street, east on Maple to Jefferson Street, and north on Jefferson to Pennsylvania Avenue (both sides of Maple attend Horace Mann). East on Pennsylvania (both sides) to the city limits. The south boundary is the Des Moines River. Rural students shall be served by Wilson bus routes. Wilson Elementary will serve as an attendance center for those rural students who live in that area which has been outlined on the Wapello County map.
